Japan’s experience in public administration will also be explored
Reflection of public administration reforms in the life of the people is an urgent task facing most countries today.
In our country, a number of positive results have been achieved in this regard. Today our people want to see every reform, every change in their lives, in their daily experience. For this, the professional activity of a qualified civil servant is important. To this end, the Agency for the Development of Public Service under the President, based on our outlined strategy, is studying the experience of a number of developed countries.
At the online meeting between the first deputy director of the Agency for the Development of Public Service under the President of the Republic of Uzbekistan Otabek Khasanov and the Ambassador Extraordinary and Plenipotentiary of the Republic of Uzbekistan to Japan Mukhsinkhuja Abdurakhmanov, an exchange of views took place on these issues.
Although the Japanese system of government and civil service is shaped according to Western models, Japan is notable as a country that has managed to preserve its traditions.
During the meeting the participants discussed issues of advanced training of civil servants based on modern requirements, improving personnel policy and the civil service system, organizing short-term and long-term internships abroad.
At the beginning of the dialogue, information was provided about the work done by the Agency and the important tasks set.
- Over the past short period, the Agency has implemented a number of important measures in the field of personnel management and human resource development in government bodies and organizations. In order to attract the most qualified personnel to the civil service, open independent competitions were launched. To test the knowledge of civil servants and form a psychological portrait, a testing module for civil servants has been developed. The National Personnel Reserve has also been created and is being formed. Express-trainings are being organized in a non-standard format, the qualifications of civil servants are being improved, - said O.Khasanov at the beginning of the meeting.
Otabek Khasanov also paid special attention to the following issues. In particular:
- formation and sending of a group of 10-15 people to Japan to undergo short-term advanced training courses for senior civil servants;
- formation and sending of small groups of civil servants for a long-term internship from 3 to 6 months in order to ensure the fulfillment of instructions given during the President’s visit to the regions;
- organization of advanced training courses and internships for the Agency personnel.
Commenting on the proposals made, Ambassador M.Abdurakhmanov expressed support for the initiatives to organize training courses and internships for our civil servants in Japan. He also said that a visit of a group of Japanese scientists to Uzbekistan is scheduled for this December, and it is expedient to organize a meeting with them.
As a result of the meeting, it was decided to develop a range of topics for cooperation, to start working on the organization of advanced training courses and internships.
