Unified open portal of civil servants’ vacancies: the system selects suitable personnel for the civil service
Today, in order to reduce the human factor when recruiting for the civil service, creating equal opportunities for all citizens in our country, a single open portal of vacancies for civil servants (vacancy.argos.uz) has become popular.
This practice acts as an electronic platform free of paperwork and redundant correspondence. A candidate who wants to get a job does not have to run around organizations with his/her documents. Also, it is not required to obtain unnecessary certificates and references from various departments. Importantly, candidates now have access to all information about vacancies in government agencies. Also, each candidate goes through a testing and interview stage to test their knowledge in an open area.
The creation of this platform paved the way for meritocracy. The principle of meritocracy, which literally means “the power of the worthy”, has already become a tradition in developed countries. According to this principle, the most capable, diligent and talented candidates, regardless of their financial status and social background, get positions in the civil service. Because it is here that the achieved results, abilities and intelligence are of decisive importance while climbing the career ladder.
Most importantly, in the new system, measures to limit human intervention are a priority. In other words, digital technologies have been introduced at all stages of the selection process: the application process is carried out through the portal, the testing process is carried out on the test.argos.uz platform, and the interview process is broadcast online.
This portal is the only electronic system for the organization of open independent competitions to fill vacant positions in government bodies and organizations, which functions on the principle of a “single window” on the Internet.
Information about vacant positions in government bodies on the portal is automatically posted on the site using the interdepartmental hardware and software complex “Unified National Labour System” and candidates’ documents are accepted only in electronic form.
To this day, competitions in the Portal were announced for filling 29 382 vacant positions in more than 60 ministries and agencies, as well as in all district (city) khokimiyats, 357 296 candidates submitted documents to participate in the competitions for these vacant positions.
Out of 29 382 vacant positions, 2 301 are in the process of accepting documents, for 10 464 vacant positions, the process of accepting documents has been completed and testing and interviews are underway, for 16 617 vacant positions the competition has been completed.
Women make up 20% (more than 70 thousand people) of candidates who applied for admission to the civil service. Out of the 5 402 competition winners hired for the civil service 455 are women, 1576 are cadres under 30 years old, and 737 are cadres hired for the first time in the civil service.
Since the launch of the portal, an average of 15-20 citizens per day have been recruited into the civil service through an open competition.
While 1 828 competition winners hired were from the organizational system itself, 3 574 of them came from another system.
Testing and interview processes are broadcast in real time. Links to all online processes are promptly posted on a special Telegram channel (vacancy online). Moreover, to ensure the transparency of the selection process, information about the winners is announced through a special Telegram channel (vacancy winners).
This approach allows the most suitable and qualified personnel to be attracted to the civil service through open and fair selection processes without bureaucratic barriers.
