Today, as in all areas, consistent reforms are being carried out in the field of modernizing public administration. This process was associated with the formation of a new system of training leadership personnel that meets the requirements of the time and understands the essence of the newly emerging socio-political and economic relations. At the initial stages, significant results have been achieved in the field of training, retraining and placement of managerial personnel, a system is being formed that corresponds to the national mentality.

However, national experience shows that today the insufficient provision of state bodies and organizations with qualified specialists, the inadequate level of qualification of personnel, the unpopularity of their decisions require further intensification of work in this area. In particular, the role of heads of organizational and personnel groups of districts (city) khokimiyats in improving the public service system is great. It is important to ensure that their knowledge and skills are up-to-date, keep up with the time and synchronize with rapidly changing conditions, and sometimes go far ahead and improve.

At the initiative of the Agency for the Development of Public Service under the President of the Republic of Uzbekistan, the Academy of Public Administration, a special training course was organized for heads of organizational and personnel groups of Jokargy Kenes and the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and the city of Tashkent, as well as districts and cities in order to improve their theoretical knowledge and practical skills, as well as facilitating their further professional development.

Today, on the second day of the training, the first deputy director of the Agency, Otabek Khasanov, held an open dialogue with the participants on personnel policy, prospects for the development of the civil service. He noted a number of important tasks facing them.

– The two-stage course includes trainings on the prospects for the development of the civil service in the country, urgent tasks for the effective organization of organizational and personnel groups of local khokimiyats, as well as the professional development of theoretical knowledge and practical skills of participants, – said Botu Alimov, head of the department at the Agency. – In particular, professors, practitioners of ministries and departments conduct theoretical and practical classes on topics such as the Development Strategy of the New Uzbekistan for 2022-2026, the ethics of leadership and management culture, the preparation of a Roadmap for the socio-economic development of regions, the essence of the draft law on "State civil service". In addition, according to the program, the participants of the training course will get acquainted with the activities of the mahalla "Sarkhumdon" of the Shaykhantakhur district, the headquarters of the 1st sector of the Almazar district.

More than 200 heads of organizational and personnel groups, representatives of the public and the media take part in the two-stage training course.

In short, the pace of reform today is high. The goals set for the development of the region and industries are based on high-potential personnel for organizing work in each area of the public service. Today's demand requires the introduction of a modern approach in every area. The theoretical and practical knowledge gained during this training course will help heads of organizational and personnel groups of district (city) khokimiyats to properly organize reforms in the field in the future.

At the end of a special training course, students will pass a test on the topics covered and a special certificate will be awarded to those who successfully pass it.
